Texas Rep. Sylvester Turner Files Bill Requiring Reports on Minimum Usage Fees

On 3/3/15 Representative Sylvester Turner filed HB 2253 relating to a report by the Public Utility Commission of Texas on retail electric service minimum usage fees and usage credits.  This bill would require the PUCT to report annually to the legislature a number of details about minimum usage fees, which are those for which a customer is charged “based on the amount of electricity the customer uses and is not imposed on one or more other customers who use electricity”, and also details about usage credits.  Usage credits are a “credit to a residential retail electric customer that is given based on the amount of electricity the customer uses and is not credited to one or more other customers who use less electricity.”  The PUCT would be required to collect information on how many customers receive such charges/credits, how many Retail Electric Providers (REPs) use such charges/credits, the number of plans that include such charges/credits, the kWh thresholds involved, the total revenue attributable to the charges/credits, and the total number of bills issue the previous year that included such charges/credits.
