Texas Generator Notice of Violation Filed at PUCT
On 5/11/15 an Agreed Notice of Violation (NOV) and Settlement Agreement was filed at the PUCT concerning Luminant Geneeration Company LLC’s and Big Brown Power Company LLC’s noncompliance with PURA, PUC Subst. Rules, ERCOT Protocols and Operating Guides, regarding primary frequency response. Several of the generation units failed to provide primary frequency response at various times during the period of October 2011 through June 2012. Luminant has agreed to pay an administrative penalty of $121,500.

Resource Entity NOV for Failures during ERCOT Measurable Frequency Events
On 5/1/15 an Agreed Notice of Violation and Settlement Agreement was filed at the PUCT concerning Air Liquide Large Industries U.S., LP’s violation of PURA, PUCT Substantive Rules, ERCOT Protocols, and ERCOT Operating Guides relating to primary frequency response, and ERCOT Operating Guide relating to governor testing criteria. The frequency response violations occurred during 7 of 26 measureable events from October 2011 through June 2012. Air Liquide has agreed to pay an administrative penalty of $50,000.

Notice of Violation for NRG Concerning Responsive Reserve Service
On 3/11/15 an Agreed Notice of Violation and Settlement Agreement was filed at the PUCT concerning NRG Texas Power, LLC’s violation of PURA, PUCT Substantive Rules, and ERCOT Protocols relating to performance criteria for responsive reserve service energy deployment criteria. The violation occurred January 6, 2014. NRG has agreed to pay an administrative penalty of $35,000.

Sherbino Wind Farm Applies to Modify Texas REC Certification
On 2/2/15, Sherbino II Wind Farm LLC filed an application with the PUCT to amend its Renewable Energy Credit (REC) Generator certification. The application changes reflect a turbine retirement and changes in contact information. The changes for Sherbino II Wind farm were filed by BP Wind Energy.
Keechi Wind Files to Modify Texas PGC Registration
On 2/3/15 Keechi Wind, LLC filed with the PUCT an application to amend its Power Generation Company (PGC) registration to reflect an updated affiliation. The filing, made by Enbridge Energy Company, Inc., shows the new affiliate to be Magic Valley Wind Farm I LLC.
Longhorn Wind Project Files for Texas REC Certification
On 2/3/15 Longhorn Wind Project LLC filed with the PUCT an application to be certified as a Renewable Energy Credit (REC) Generator. The owner is EDF Renewable Energy. The facility has 200MW of metered generation eligible for RECs.

Enchanted Rock Ops Amends Texas PGC Registration
On 1/16/15 Enchanted Rock Ops, LLC filed with the PUCT an amendment to its Power Generation Company Registration (PGC). The filing indicates that there is a new generation plant/facility, but details are not listed in the public filing.
RE Roserock Registers as New Texas PGC and EWG
On 1/21/15 RE Roserock LLC registered with the PUCT as a Power Generation Company (PGC) and Exempt Wholesale Generator (EWG). The parent company is listed as Recurrent Energy Development Holdings, LLC. The contact person is in California. The facility is in Fort Stockton, Texas, and connected to AEP.

Logan’s Gap Wind Files for Texas REC Certification
On 1/13/15 Logan’s Gap Wind LLC filed with the PUCT an application to be certified as a Renewable Energy Credit (REC) Generator. The facility will have 200.1 MW eligible for RECs and is expected to begin operation 8/31/15.
Downie Ranch Solar files for Texas REC Certification
On 1/13/15 Downie Ranch Solar filed with the PUCT an application to be certified as a Renewable Energy Credit (REC) Generator. The facility will have 100 MW eligible for RECs and is expected to begin operation 8/1/15.
Baffin Wind Files Notice of EWG Status
On 1/13/15 Baffin Wind LLC filed a notice with the PUCT for self-certification of Exempt Wholesale Generator (EWG) status. Baffin Wind is a wholly-owned subsidiary of Iberdrola Renewables, LLC.

Logan’s Gap Wind Files for Texas PGC Registration
On 1/8/15 Logan’s Gap Wind LLC filed with the PUCT to register as a Power Generation Company (PGC). While Logan’s Gap Holdings LLC is listed as 100% owner, three Pattern Energy affiliates are also listed on the application. The facility includes 200.1 MW connected to Oncor.

Texas Power Reserve Applies to Become Texas REP and PGC
On 12/23/14 Texas Power Reserve, LLC filed applications with the PUCT to become certified as a Retail Electric Provider (REP) and also to register as a Power Generation Company (PGC). The REP application is for an Option 2 REP, and a dba is requested for the name TPR – Tyler, LLC. According to the PGC registration form, Walters Power International LLC is the owner, and the principal place of business is in Okahoma. The registration states that the PGC will “[i]nstall, own and operate 9.93 MW industrial based diesel/nature gas fired power generation to provide electricity services to industrial clients in the Energy Reliability Council of Texas (sic) region (“ERCOT”) to increase the reliability of power supply and to generate savings in electrical cost to the industrial client. Particpate in various Demand Response (“DR”) energy programs through ERCOT. Provide electricity to the real time market.” It will be interconnected with Oncor. The application lists the power region as “TRE”.
