Texas Bill Would Transfer Functions from Railroad Commission to PUCT

On 3/5/15 Texas Representative Jim Keffer filed HB 2256 relating to the transfer of functions relating to the rates and services of certain gas utilities, propane distribution system retailers, and submetering from the Railroad Commission of Texas (RRC) to the Public Utility Commission of Texas (PUCT).  This transfer of regulatory authority or the consolidation of the agencies has been proposed in bills for many previous legislative sessions.    So far, the closest this has come to fruition is that the PUCT moved into adjacent floors of the same building as the RRC and consolidated library functions in the mid ‘90s.
