Report: FPL Parent Drafted Rooftop Solar Rules Added to Pending Bill

On 4/7/17, UtilityDIVE reported on the Miami Herald’s story that “Florida Power & Light helped write changes to a bill aimed at accelerating the growth of solar in the Sunshine State, proposing restrictions and disclosures some say could have a chilling effect on the growth of the distributed resource. Last year voters in Florida overwhelmingly approved a ballot initiative to eliminate property taxes on solar panels installed at commercial and industrial facilities. But the legislation to enact that decision is being weighed down with new regulations that will have the opposite impact, say solar supporters. Rep. Ray Rodrigues (R) proposed consumer protections to require about 20 disclosure forms and changes to how savings are calculated. HB 1351 this week was advanced by the House Ways and Means Committee.” More at FPL drafted portions of bill that puts tough requirements on rooftop solar companies. …
