New York Pushes ahead with Dispatchable DERs, as Texas’ Path Unclear

On 2/6/17, UtilityDIVE reported that the “New York ISO last week released an outline of how it expects distributed energy resources (DERs) to integrate into wholesale markets, a goal central to the state’s Reforming the Energy Vision initiative. But the grid operator expects to spend three to five years developing market design elements, functional requirements, and tariff language. The Distributed Energy Resource Roadmap also announced that a series of pilot projects will test various integrated components needed to bring DERs onto the system, with the ISO partnering with Distribution System Platform providers (DSP), aggregators, and individual resources.” In Texas, however, progress seems much slower. Last week, the Wholesale Market Subcommittee (WMS) at ERCOT spent close to an hour discussing how to proceed with a DER-related revision request, but did not get too far. This follows months of discussions on how better to integrate DERs into the ERCOT market, with little to show for it. In addition to daunting technical and operational challenges, there seems to be a certain lack of interest in the matter on the part of the stakeholders
