Two recent articles on changes in the power sector – How California Lawmakers Plan to Align Renewable Generation with Power Demand and The Top Five States in Utility Modernization and Business Model Reformdiscuss ongoing developments across the country. In California, a bill has been introduced (AB 1405) to “require an increasing proportion of peak demand electricity to be served by renewable resources like wind and solar.” It is partly modeled on Arizona’s “Clean Peak Standard (CPS), a proposal introduced last year by the state consumer advocate that would amend the state’s renewable portfolio standard to require utilities to obtain a specific portion of their peak demand generation from ‘clean peak resources.’” The second article focuses on “a number of jurisdictions [that] have adopted regulatory approaches to expand utility earning opportunities and broaden DER [Distributed Energy Resources] adoption through non-wire alternatives, data sharing, and other initiatives. New York and California have long held the nation’s spotlight for their efforts, but other states are following suit.” In ERCOT, the staff issued a new report on DERs, but any legislative action seems remote at this time.
