GCPA: Trump Likely to Shift Power Choices to States, ISOs

On 4/19/17, Platts reported from the spring conference of the Gulf Coast Power Association (GCPA) in Houston, noting that some panelists observed that “[t]he Trump administration is likely to shift more electricity industry authority to states and independent system operators, which may result in some ‘retrenchment’ on market restructuring.” During one session, entitled ‘All Trumped Up: The First 100 Days and Beyond,’ Jeff Holmstead, a partner in the Bracewell law firm, discussed the outlook for federal policy issues with Peter Hartley, Rice University economics professor; Mike Skelly, president of Clean Line Energy, a high-voltage DC transmission developer; and Maryam Brown, Sempra Energy vice president for federal government affairs. Bracewell’s Holmstead said President Donald Trump’s ‘approach to major issues are completely different from what we’ve had” … There’s a general trend to move decision making away from federal agencies and back to Congress and back to – probably more so – the states.”
