At the September meeting, the Commercial Operations Subcommittee considered several revision requests, discussed an update on the potential new weather zone, and reviewed the Settlement Stability Report.

  • The Commercial Operations Subcommittee (COPS) considered several revision requests.The Retail Market Subcommittee (RMS) Chair reported on the work of RMS.
  • ERCOT staff reported that the Market Data Transparency IT systems met all System Level Agreement (SLA) targets in August.
  • ERCOT staff provided an update on the Settlement Stability Report Q2 Net Allocation Changes v2.
  • The Chair of the Profiling Working Group (PWG) provided an update on the group’s work related to Protocol Section 18, Load Profiling.
  • Slides for the Communications and Settlement Working Group (CSWG) were posted.
  • COPS reviewed an update from the Market Information System User Group (MISUG).

Report: ERCOT’s Wholesale Market Subcommittee (WMS) Meeting 9/2/15

At the September meeting of the Wholesale Market Subcommittee, participants reviewed a number of revision requests and discussed next steps for the Real-time Co-optimization projects. They also debated how to improve the management of stability limits. 

  • The Wholesale Market Subcommittee (WMS) considered several Nodal Protocol Revision Requests.
  • The Chair of the Congestion Management Working Group (CMWG) reported on the balance in the Congestion Revenue Right (CRR) Balancing Account.
  • The WMS members addressed with ERCOT staff the ISO’s performance this summer.
  • From the report of the Verifiable Cost Working Group (VCWG), WMS reviewed VC Manual Revision Request VCMRR010, Alignment with NPRR714, Real-Time Make-Whole Payment for Exceptional Fuel Cost.
  • The Chair of the Supply Analysis Working Group (SAWG) reported on a white paper titled ‘Real-Time Co-Optimization (RTC) and Multi-Interval Real-Time Market.’
  • The proposed concept for LMP-G (Locational Marginal Pricing) may be discussed at the October WMS.
  • The Chair of the Emerging Technologies Working Group (ETWG) reported on the progress of the short-term solar forecast.

In addition to the consideration of revision requests and a Change Request, the September Retail Market Subcommittee heard updates from ERCOT staff on a new weather zone, Demand Response survey, and a web services certificate.

  • The Retail Market Subcommittee (RMS) considered several revision requests.
  • ERCOT staff gave an update on their effort to develop a new weather zone in the Rio Grande Valley.
  • The RMS Chair reported on the Technical Advisory Committee’s (TAC’s) Structural and Procedural TAC/TAC Subcommittee Review.
  • The update from the Commercial Operations Subcommittee (COPS) focused on the proposed NPRR702, Flexible Accounts, Payment of Invoices, and Disposition of Interest on Cash Collateral.
  • A Sharyland representative updated RMS on the utility’s upcoming switch of its EDI provider.
  • RMS agreed to create a new working group.
  • ERCOT staff provided an update on the External Web Services Secure Sockets Layer certificate.
  • RMS discussed the cost estimate for an Advanced Metering Working Group’s Change Request (CR) 2015 041.

Report: ERCOT’s Technical Advisory Committee (TAC) Meeting 8/27/15

At the August Technical Advisory Committee meeting, participants reviewed a number of revision requests, discussed how to proceed on the Real-Time Co-optimization project, and got an update from ERCOT staff on errors in operations that had been recently discovered.

  • The Technical Advisory Committee (TAC) considered several revision requests.
  • The TAC members discussed the use of manual work-arounds, particularly in cases when an automated solution becomes too expensive.  
  • The COPS Chair discussed a proposal for a new weather zone in the Valley.
  • ERCOT staff provided an update on the Future Ancillary Services (FAS) project.
  • From the report of the Wholesale Market Subcommittee (WMS), TAC discussed issues related to the Real-Time Co-optimization and how to proceed with the potential project.
  • TAC heard an update from the new Distributed Resources Energy and Ancillaries Market Task Force.
  • ERCOT staff provided the Analysis of Reserves and Prices, showing the function of the Operating Reserve Demand Curve.
  • ERCOT staff reported on additional operations errors that were recently discovered, and discussed ways to avoid similar occurrences in the future.
  • Under Other Business, TAC considered a change to the TAC procedures and the 2016 meeting schedule.
  • In the afternoon, some TAC members met to work on the TAC/TAC Subcommittee Structural and Procedural Review.

  • The Commercial Operations Subcommittee (COPS) considered Load Profiling Guide Revision Request LPGRR055, Extend Load Profile Model Calendar Inputs to 2030.
  • COPS discussed ERCOT plans to develop a new weather zone in the Rio Grande Valley.
  • COPS considered NPRR702, Flexible Accounts, Payment of Invoices, and Disposition of Interest on Cash Collateral.
  • COPS considered stakeholder comments on NPRR719, Removal of Trigger and Requirement to Reduce the Distributed Generation (DG) Registration Threshold, and COPMGRR040, Alignment with NPRR719, Removal of Trigger and Requirement to Reduce the DG Registration Threshold.
  • ERCOT staff presented the Non-Registered DG Installed Capacity and Current DG Registration Threshold Quarterly Report.
  • ERCOT staff reported that the Market Data Transparency IT systems met all System Level Agreement (SLA) targets in July. There were some planned outages, though.
  • ERCOT staff provided an update on COPS Settlement Stability Report Q2 2015.
  • The Chair of the Profiling Working Group (PWG) provided an update, noting that the group will spend the next meeting in a full review of Protocol Section 18, Load Profiling.
  • COPS reviewed an update from the Market Information System User Group (MISUG).
  • ERCOT staff presented their training plan for market participants.

Report: ERCOT’s Board of Directors (BOD) Meeting 8/11/15

At its August meeting, the ERCOT Board considered a number of NPRRs, received certain recommendations from the IMM David Patton, and heard updates from staff on the recent period of high temperatures and demand. Also, it confirmed new titles for several members of the management team.   

  • The ERCOT Board approved on consent a number of NPRRs and other items.
  • The ERCOT CEO reported, among other items, that: (a) net revenues have recovered somewhat with the higher temperatures, but a negative variance is still expected at year-end; (b) Release 5 in September will implement several NPRRs and system changes; and (c) the ERCOT market has been deemed most competitive in the U.S. in a recent survey.
  • The CEO presented a number of interns who have successfully participated in ERCOT’s summer intern program.
  • ERCOT staff reported on the recent period of high temperatures and increased demand, noting that on 8/10/15, it exceeded 69,000MW for the first time in ERCOT’s history.
  • ERCOT’s meteorologist reported that temperatures have been higher than originally predicted.
  • The Independent Market Monitor (IMM) reported on a recommendation from the 2014 State of the Market Report, which concluded that improvements to the commitment and dispatch of peaking resources (and other resources that can respond quickly) ought to be pursued in ERCOT.
  • The Vice Chair of the Technical Advisory Committee (TAC) reported that TAC set up the Distributed Resource Energy and Ancillaries Market (DREAM) Task Force; heard an update on the Energy Management System (EMS) coding error; and is planning for the TAC/TAC Subcommittee Goals and Structural and Procedural Review.
  • ERCOT Board also considered several voting items.

At its August meeting, the Wholesale Market Subcommittee considered a number of NPRRs, assessed recommendations of the  Outage Coordination Improvement Task Force, and discussed issues related to stability limits.

  • The Wholesale Market Subcommittee (WMS) considered a number of Nodal Protocol Revision Requests (NPRRs).
  • ERCOT staff reported on the development of a Generic Transmission Constraint (GTC) in one area.
  • WMS discussed options from the Outage Coordination Improvement Task Force (OCITF) report.
  • The WMS Chair referred questions around the Energy Management System (EMS) coding error to a working group
  • The Chair of the Emerging Technologies Working Group (ETWG) reported that ERCOT is still in the selection process for a vendor to provide solar forecast.
  • The Chair of the Market Credit Working Group (MCWG) reported that the two credit groups discussed alternatives to NPRR638, Revisions to Certain Price Components of Estimated Aggregate Liability (EAL).
  • The Chair of the Demand Side Working Group reported that the work of the Loads in SCED v2 Subgroup has raised a number of policy issues.

At its August meeting, the Retail Market Subcommittee considered a number of revision requests and Change Requests, discussed possible upgrades to certain retail systems, and heard updates by ERCOT staff on several retail issues. Participants also discussed potential improvements to the reporting of Inadvertent Gains. 

  • The Retail Market Subcommittee (RMS) voted on several Retail Market Guide Revision Requests, Change Requests, NPRRs, and System Change Requests.
  • ERCOT staff presented an update on their effort to develop a new weather zone.
  • A representative of the Joint Development and Operating Agreement (JDOA) reported in more detail on the March outage at the Smart Meter Texas (SMT).
  • The RMS Chair reported that the Joint RMS/Wholesale Market Subcommittee (WMS) Workshop I: Improving Third-Party Access to SMT was held on 7/23-24/15, and was very well attended.
  • The Co-Chair of the MarkeTrak Task Force said that the training sessions on the Inadvertent Gains (IAG) processes was successful and well attended.
  • RMS members discussed the possibility of upgrading several retail systems.
  • ERCOT staff reported on the following topics:

The July TAC had a full meeting, with updates on the Future Ancillary Service redesign, a coding error in the Energy Management System, and the Voltage Reduction Task Force. Participants also considered a number of NPRRs and the possibly unintended effect of one revision request. 

  • The Technical Advisory Committee (TAC) considered a number of Nodal Protocol Revision Requests and other revision requests.
  • TAC discussed how to manage older NPRRs that have yet to be implemented.
  • TAC heard an update on the work of the Voltage Reduction Task Force.
  • Luminant made a presentation on what the company believes are unintended consequences of NPRR639, Corrections to Minimum Current Exposure (MCE), and asked TAC to change a related T5 parameter.
  • The Chair of the Commercial Operations Subcommittee (COPS) provided an update.
  • ERCOT staff and the Brattle Group representatives provided an hour-long update on the Future Ancillary Services (FAS) project.
  • The TAC members also discussed how to proceed on NPRR714, Real-Time Make-Whole Payment for Exceptional Fuel Cost.
  • TAC heard an update from the new DREAM TF (Distributed Resources Energy and Ancillaries Market Task Force).
  • ERCOT staff presented an update on the Energy Management System (EMS) coding error that was recently discovered.
  • TAC discussed a possible Revision Request Alignment with the 2015 TAC Goals.

In July, the credit groups reviewed several NPRRs, including draft ones to address certain problems, and heard a presentation from Argus on Forward Curves. They also briefly reviewed an item on third-party clearing of congestion rights at the ISO-NE.

  • The Credit Working Group (CWG) and Market Credit Working Group (MCWG) met jointly on 7/22/15.
  • The groups reviewed several Nodal Protocol Revision Requests (NPRRs). Draft NPRRs on certain topics were also considered.
  • A representative of Argus made a presentation on Forward Curves, as part of an effort to address credit issues.
  • The staff discussed the need to correct or clean up some credit Protocol language.
  • Luminant representatives presented comments/calculations on NPRR639, Corrections to Minimum Current Exposure (MCE), to fix certain problems.
  • Participants also briefly reviewed an item on third-party clearing of congestion rights at the ISO-NE.
  • At the end, ERCOT staff provided additional Credit Updates.

  • The Wholesale Market Subcommittee (WMS) considered several Nodal Protocol Revision Requests (NPRRs).
  • The Chair of QMWG reported that additional comments will be drafted on certain NPRRs under consideration.
  • ERCOT staff made a presentation on the Supplemental AS Market (SASM) costs and allocations.
  • WMS discussed the issue of price corrections.
  • The Chair of the Congestion Management Working Group (CMWG) reported that the group reviewed ‘dynamic line rating telemetry’ procedures.
  • From the Resource Cost Working Group (RCWG), WMS discussed Verifiable Cost Manual Revision Request VCMRR009, Calculation of the Minimum Requirements Fee, and VCMRR008, Alignment with NPRR700, Utilizing Actual Fuel Cost in Startup Offer Caps.
  • Related to the Supply Analysis Working Group (SAWG) update, ERCOT staff explained in greater detail their proposal for Real-Time Co-optimization of Energy and AS and Co-ordination of Power Balance Penalty Curve, Value of Lost Load (VOLL), and System-wide Offer Cap (SWCAP) for AS Demand Curves.The Chair of the Emerging Technologies Working Group (ETWG) reported on the 6/18/15 workshop on Distributed Energy Resources (DERs).

The Demand Side Working Group spent most of its July meeting going over the details of the concept of ‘Locational Marginal Price (LMP) – G,’ including a review of a number of policy issues. There was a general acknowledgement that this is a very complex topic.

  • The Demand Side Working Group (DSWG) met on 7/9/15.
  • The group reviewed its goals for 2015.
  • Most of the meeting was devoted to the review of Locational Marginal Price (LMP) – G Policy Issues.
  • Participants acknowledged the complexity of the subject matter.
  • In the end, they agreed on a path forward.
  • ERCOT staff made a presentation on Emergency Response Service (ERS) developments.

  • The Technical Advisory Committee (TAC) met on 6/25/15, in a WebEx-only ‘information session,’ since there were no voting items.
  • ERCOT staff provided an update on the 6/18/15 Distributed Energy Resource (DER) workshop.
  • ERCOT staff reviewed the progress of the Future Ancillary Services (FAS) redesign.
  • ERCOT staff also listed potential improvements to the ERCOT budget process.
  • The TAC Chair mentioned the need for an update to the PUCT on Real-time Co-optimization.

At its 6/10/15 meeting, the Demand Side Working  Group spent most of the time in a line-by-line review of the LMP-G (Locational Marginal Pricing) concept paper, drafting additional comments. The group also discussed the recent Emergency Response Service (ERS) procurement.

  • The Demand Side Working Group (DSWG) met on 6/10/15.
  • The group reviewed its goals for 2015.
  • The group discussed a draft Nodal Protocol Revision Request (NPRR) on Emergency Response Service (ERS) Performance Calculations during TDSP Outages.
  • The group also discussed NPRR564, Thirty-Minute ERS and Other ERS Revisions, noting that it needs some clarifying language.
  • ERCOT staff provided an update on the ERS Procurement.
  • The group spent most of the meeting discussing the LMP-G Concept Paper (as a consolidated draft black-line), and drafted additional notes.

  • ERCOT staff provided a briefing on major compliance activities in 2015.
  • The Independent Market Monitor (IMM) reported on the money load pays for energy in real time.
  • From the report of the Technical Advisory Committee (TAC), the Board considered NPRR662, Proxy Energy Offer Curves.
  • The TAC Chair reported on the analyses of NPRR638, Revisions to Certain Price Components of Estimated Aggregate Liability (EAL).

  • The Wholesale Market Subcommittee (WMS) considered a number of Nodal Protocol Revision Requests (NPRRs).
  • WMS discussed ERCOT’s price correction policy during SCED failure.
  • A representative of the Texas Reliability Entity (TRE) made a presentation on two new ‘generator obligations’ NERC standards.
  • WMS discussed a recent event in the Houston area, when prices rose significantly.
  • The Chair of the Outage Coordination Improvements Task Force (OCITF) reported on the group’s work.
  • WMS discussed a recent even in the West Zone, with high congestion costs.

  • ERCOT staff reported on a new problem with the Day-Ahead Market (DAM) Offer and Bid Limitations, caused by an increase in transactions.
  • From the update of the Resource Cost Working Group (RCWG), WMS discussed Real-Time Mitigation during Exceptional Fuel Events.
  • The RCWG Chair reported that ERCOT staff were seeking clarification ‘on allocating minimum gas transportation costs in the fuel adder calculation.’

    • WMS voted on the future of the ‘Revision to 2015 Market System Enhancements Scope – Phase 2: OFF10/OFF30 (NPRR568, Real-Time Reserve Price Adder Based on Operating Reserve Demand Curve (ORDC)).

  • The Independent Market Monitor (IMM) reported on prices in 2014.

  • ERCOT staff announced creation of a new task force. 
  • The WMS members discussed a draft NPRR, As-Built OFF10 and OFF30 Clarification. 
  • WMS approved the new leadership of its working groups.
  • The WMS members discussed how to prioritize some of the major projects currently undertaken by ERCOT. 
  • WMS considered its 2015 goals.  
  • ERCOT staff reviewed the report it filed with the PUCT in Project No. 42302, related to reliability standards.
  • The Chair of the Supply Analysis Working Group (SAWG) said that an analysis of the Real-Time (RT) Co-Optimization and Multi-Interval RT Market proposals (and/or draft NPRRs) will take a long time.
  • The Chair of the Emerging Technologies Working Group (ETWG) reported that the group will invite a representative from New York to report on that state’s distributed generation efforts.

  • TAC members confirmed the TAC Subcommittee Leadership.
  • A proposed Board Bylaw amendment, “regarding Segment Alternates for the Industrial and Large Commercial Consumer Sub-segments” was considered. 
  • TAC members discussed the possibility of prioritizing the various projects ERCOT is currently working on to make sure all have adequate resources.
  • From the Reliability and Operations Subcommittee (ROS) report, TAC considered several revision requests.
  • ERCOT staff reminded all about a workshop on the Future Ancillary Services (FAS) proposal and NPRR667, Ancillary Services Redesign. 
  • The ROS Chair reminded all about a workshop on the economic impact of Outage Scheduler.

  • Participants discussed Luminant’s proposal for Available Credit Limit (ACL) and ERCOT staff’s ACL Discount Impact.
  • The credit groups discussed the Day-Ahead Market (DAM) collateral factors for 2015.
  • The credit groups reviewed the draft CWG Charter, and discussed how best to coordinate the work and representation of the joint groups.

Also, the subcommittee will research the impact of outages on prices.

  • The Wholesale Market Subcommittee (WMS) voted to keep Seth Cochran (DC Energy) as the Chair, and Bob Helton (GDF Suez) as the Vice Chair, for 2015.
    • WMS considered several Nodal Protocol Revision Requests.WMS discussed recommendations contained in the 2013 State of the Market Report (by the Independent Market Monitor).
    • WMS will consider an alternative to make-whole payments for certain fuel events because of high implementation cost. 
    • The WMS members discussed a new NERC standard and the impact of higher Ancillary Service procurement on prices.   
    • WMS noted that ERCOT staff may be reviewing the impact of outages on prices.  Members then debated how best to manage outages/notices. 
  • The Chair of the Supply Analysis Working Group (SAWG) alerted WMS members to the posting of the 2014 Long-Term System Assessment Report for the ERCOT Region. 
  • The Chair of the RUC Task Force will continue to discuss alternatives to using RUC during cold weather.
  • ERCOT staff will proceed with new time periods for ERS contracts.
  • After the WMS meeting, there was a workshop on NPRR649, Lost Opportunity Payments for High Dispatch Limit (HDL) Manual Overrides.

  • ERCOT staff also presented updates on the status of several inputs into the Capacity, Demand, and Reserves (CDR) report.
  • The group discussed the Real-time Co-optimization and Multi-interval SCED (Security Constrained Economic Dispatch) proposal.

  • ERCOT staff provided an update on the Future Ancillary Services (FAS) project, noting that ERCOT Responses to MP Comments on Draft FAS NPRR have been posted. 
  • From the Retail Market Subcommittee (RMS) update, TAC reviewed Proposed 2015 Flight Schedule v1.

  • The WMS members reviewed six NPRRs that were drafted by the Market Information System User Group (MISUG) to remove certain reports from MIS.
  • ERCOT staff reported that a revised Interconnection Handbook has been emailed to stakeholders.
  • WMS discussed the merits of a credit insurance proposal.
  • The Chair of the Emerging Technologies Working Group (ETWG) reported that the group will be focusing on discussing “Further Integration and/or Business Case Scenarios for Aggregated Distributed Resource Market Participation.”
  • The task force on Reliability Unit Commitment (RUC) issues is planning to schedule a meeting soon.

  • From the WMS report, TAC considered the new Congestion Revenue Right (CRR) Activity Calendar.
  • ERCOT staff presented the new 2015 Ancillary Services (AS) Methodology, as it was revised at the joint ROS/WMS meeting, and TAC discussed additional changes.
  • ERCOT staff provided an update on the Future Ancillary Services (FAS) project, noting that Market Participant comments on the draft FAS NPRR have been posted.  The staff are also working on reviewing bids for the cost/benefit analysis (CBA).
  • ERCOT staff presented updates on  ERCOT Operations, Planning, and IT:
    • Assessment of the Valley Region and Review of Frontera Facility, and
    • Rio Grande Valley Outages.
  • The staff said that Frontera’s sales to Mexico could be managed under normal circumstances, but there are concerns if other problems occur.

  • The credit groups discussed possible goals for 2015.
  • ERCOT staff described a problem with the Capacity Forecast Model v3.
  • The proposal to use a Letter of Credit (LOC) to address the possibility of high losses in the market will be further explored.

  • The ERCOT CEO reported on administrative fee collections, the accuracy of the new load forecast methodology; and a planned assessment of the EPA’s proposed greenhouse gas rule.
  • ERCOT is assessing the potential reliability impacts of the Frontera plant’s intentions regarding its output.
  • The ERCOT CEO reported on the recent outages in the Rio Grande Valley.  
  • ERCOT staff are performing an update to the West Texas Sensitivity (WTS) transmission study to examine the impact of growing oil/gas production loads.
  • The Independent Market Monitor (IMM) reported on prices, effects of the Competitive Renewable Energy Zone (CREZ) lines, and the Operating Reserve Demand Curve adder.
  • An AEP representative presented an update on the Lower Rio Grande Valley (LRGV) Transmission Improvements, initiated after the Feb. 2011 cold-weather events. 
  • On 10/13/14, the Board met to review the updated Strategic Plan and to hold an executive session.
  • On 10/14/14, the Board’s Nominating Committee also met, but mostly in an executive session.

  • Both items were endorsed, with certain revisions.

    • NPRR612, Reduction of Cure Period Subsequent to Event of Default 
    • NPRR648, Remove References to Flowgate

  • The Chair of the Market Credit Working Group (MCWG) reported that the credit groups and ERCOT staff are still working on credit insurance issues.
  • The Chair of the Congestion Management Working Group (CMWG) reported that there was “general support for eliminating the 2003 load zones,” and WMS members provided further guidance on how to proceed on this topic.
  • The Chair of the Demand Side Working Group (DSWG) updated WMS on the progress of the ‘Loads in SCED’ project (Security Constrained Economic Dispatch).
  • The Resource Cost Working Group is still developing a draft NPRR on gas purchases during exceptional events.
  • QMWG plans to file an NPRR related to concerns about settlement of Ancillary Services (AS) assigned to certain units.

  • The TAC members discussed how to proceed with the Future Ancillary Services (FAS) project, including making policy cuts for the cost/benefit analysis (CBA).    
  • ERCOT staff said that a concept paper on ‘Real-Time Co-optimization of AS’ will be released soon, with a purpose of getting market participant (MP) feedback.
  • ERCOT’s general counsel notified TAC that the legal department and a consultant are reviewing anti-trust policies and training.

  • The Credit Working Group (CWG) and Market Credit Working Group (MCWG) met on 8/20/14.
  • The credit groups reviewed several Nodal Protocol Revision Requests (NPRRs) and approved them as having no credit implications.
  • ERCOT staff reported that, to develop a quote, insurance brokers had asked for deductibles per Counter-party (CP). 
  • The credit groups also briefly discussed a proposal from Austin Energy on funding a Letter of Credit (LOC) that would be drawn upon in times of default.

  • The Independent Market Monitor (IMM) reported on issues with coal and the Operating Reserve Demand Curve (ORDC).
  • ERCOT staff provided an update on the Future Ancillary Services Team (FAST) activity, explaining that the change is driven by changing technologies and ERCOT’s desire to take advantage of the new resources’ capabilities.
  • ERCOT staff also provided a comprehensive overview of Demand Response programs in the ERCOT market, highlighting efforts to increase participation.

  • ERCOT staff clarified questions related to the market notice “W-A072914-01 Notice of System Planning Data from Frontera Generation LP on the Switchable Status of Certain Generation Resources.”
  • The WMS members and ERCOT staff discussed revisions to the Interconnection Handbook. 
  • The Chair of the Congestion Management Working Group (CMWG) reported that Oncor made a presentation on outages in April
  • The Resource Cost Working Group is still developing a draft NPRR on gas purchases during exceptional events.

  • During the 2014 Q3_Project Update, ERCOT staff mentioned the importance of testing.
  • A Sharyland Utilities (SU) representative reported that SU completed the transitioning meter read cycles on 5/30/14; MPs are encouraged to report any problems with the transition.
  • ERCOT staff reported on two workshops (6/27/14 and 8/4/14) on the Advanced Metering Systems (AMS).

  • During the update from the Commercial Operations Subcommittee (COPS), the TAC members again discussed the process of raising the Seasonal Adjustment Factor (SAF), and how to improve it to mitigate the impact.
  • From the Wholesale Market Subcommittee (WMS) update, its Vice Chair mentioned the 2013 Retail Demand Response Overview – a study conducted to assess the amount of price responsive load on the system.
  • The Chair asked TAC members to review again the 2014 TAC Goals.
  • ERCOT staff presented information on changes to the issuance of Digital Certificates.
  • ERCOT’s General Counsel discussed possible changes to the Alternative Dispute Resolution (ADR) process.

  • The credit groups discussed how to change/improve the Seasonal Adjustment Factor (SAF) development and notification process, particularly to eliminate the element of surprise.
  • The ERCOT staff reported that they prepared a packet of information about the ERCOT market and sent it to the insurance brokers.  They expect a preliminary quote within a month.

  • In the Demand Side Working Group update, ERCOT staff reported on the results of the Retail Demand Response and Price Response data survey.
  • ERCOT staff used a new methodology to calculate wind capacity; numbers for both coastal and non-coastal wind are higher than the current value.

  • The Chair of the Wholesale Market Subcommittee noted the creation of a Reliability Unit Commitment (RUC) Task Force.
  • ERCOT staff provided an update on the Future Ancillary Service Team (FAST), and TAC agreed on a schedule to manage the proposed changes, including providing comments.
  • TAC considered ERCOT Business Practice – Nodal Manual Deployment and Recall of Responsive Reserve Service (RRS) during Scarcity Conditions (Release of High Ancillary Service Limit (HASL)).
  • The TAC members discussed raising the Seasonal Adjustment Factor, based on the staff’s proposal.
  • The TAC Chair said that the TAC Annual Structural and Procedural Review will take place later this summer.

  • ERCOT staff presented their proposal to raise the Seasonal Adjustment Factor, although some participants objected that the levels for this summer are too high.
  • The SAF proposal will go next to the Technical Advisory Committee (TAC).
  • The SAF proposal does not have to be approved by the ERCOT Board. 
  • The credit groups’ members reviewed revisions to the look-back period in a draft NPRR. 
  • The Chair of CWG reported that the F&A got an update on the efforts to develop a proposal for credit (i.e., default) insurance. 
  • ERCOT staff presented the results of additional Exposure Stress Testing, showing the potential settlement implications of uncovered exposure in scenarios with higher prices. 
  • A Calpine representative presented a refresher on the Day-Ahead Market (DAM) Collateral Requirements. 
  • ERCOT staff sought guidance on changes to the State Change Adder, but the item was deferred.

  • The Board considered Leander-Round Rock Regional Planning Group Project.
  • The Board considered Non-Opt-In Entity (NOIE) Load Zone Changes.
  • The Board considered Day-Ahead Market (DAM) Credit Parameters for 2014.
  • ERCOT legal staff provided updates on the Special Meeting of Corporate Members and 2014 Annual Membership Meeting Planning.
  • The Board considered Proposed Changes to the Benefits Committee Membership and Chart.
  • The 2015 ERCOT Board Meeting and Annual Meeting Schedule will be further considered in August.

The WMS also set up a new task force and agreed on the next steps for the development of the Capacity, Demand, and Reserves (CDR) report.  At the Wholesale Market Subcommittee (WMS) meeting, ERCOT staff reported on the FERC/NAESB efforts to change the timing of the “gas nominations day.”

  • ERCOT staff reported on the implementation of NPRR491.
  • The Vice Chair of WMS informed members about a possible compromise on the PUCT directive to address price reversals and the impact on the Operating Reserve Demand Curve (ORDC) of certain deployments.
  • The Chair of the Market Credit Working Group (MCWG) reported that the two credit groups heard from insurance brokers.  
  • From the report of the Emerging Technologies Working Group (ETWG), WMS discussed NPRR615, PhotoVoltaic Generation Resource (PVGR) Forecasting. 
  • WMS spent a long time discussing the Generation Adequacy Task Force (GATF) update, including revisions to the Capacity, Demand, and Reserves (CDR) methodology and what number to use for the Effective Load Carrying Capability (ELCC) of wind.  
  • The WMS members reviewed NPRR611, Modifications to CDR Wind Capacity Value.
  • From the report of the Resource Cost Working Group (RCWG), WMS discussed three options for a possible recommendation for the Real-Time Mitigation during Exceptional Fuel Cost Events. 
  • The Chair of the Demand Side Working Group (DSWG) reported on the work of the Loads in SCED sub-group.

  • Training has been scheduled for MarkeTrak Phase 3 implementation.
  • ERCOT staff reported on the Inadvertent Gains numbers for. 
  • ERCOT staff reported on a recent decision with regard to the possible upload of retail testing information to a public web. 
  • A Sharyland Utilities (SU) representative reported on the level of completion of the transitioning meter read cycles.

The Technical Advisory Committee (TAC) held two meetings on 5/29/14. The 5/29/14 meeting of the Technical Advisory Committee (TAC) saw a conclusion to the much debated problem of price reversals and the Operating Reserve Demand Curve when members. agreed on a compromise. The participants also reviewed a number of revision requests, although not all got approved.

  • In a workshop, TAC considered a compromise proposal for addressing the PUCT directive on price reversals and the Operating Reserve Demand Curve (ORDC).
  • The decision on the compromise proposal was made at the regular TAC meeting.
  • TAC also considered several NPRRs, but did not approve all of them.
  • From the ERCOT staff updates, TAC was notified about:
    • A recommendation to the ERCOT Board on Planning Guide Revision Request PGRR031, Implement 95% Facility Rating Limit in the Planning Criteria

  • The participants discussed possible credit (i.e., default) insurance, as a way to remedy insufficient collateral in the current situation of higher prices and market volatility. 
  • The review of RTLE (Real Time Liability Extrapolated) and URTA(Un-billed Real-Time Amount) for look-back period values was not discussed extensively, as the accompanying NPRR on seasonality has yet to be filed. 
  • ERCOT staff presented the results of exposure stress testing, essentially showing the potential settlement implications of uncovered exposure. 
  • ERCOT staff presented information on the Seasonal Adjustment Factor (SAF).
  • The participants agreed to discuss a proposal for re-writing the Day-Ahead Market (DAM) credit requirements.

At its May meeting, the Wholesale Market Subcommittee discussed several issues with a potential impact on the ERCOT grid, considered several NPRRs and an Other Binding Document, and evaluated the possibility of consensus on the proposals of the Resource Adequacy Task Force.  ERCOT staff said they are monitoring the impact of the recent court decision on the Cross State Air Pollution Rule (CSAPR), drought in Texas, and coal deliveries.

  • ERCOT staff presented the proposed Requirements for Aggregate Load Resources (ALRs) Participation in the ERCOT Market.
  • The Market Credit Working Group (MCWG) is considering credit insurance as one way to protect the market from defaults.  
  • ERCOT staff presented proposed revisions to the Locational Marginal Pricing (LMP) Dashboard.
  • ERCOT staff analyzed the impact of NPRR591 and NPRR598 on the 1/6/14 System Lambda and Peaker Net Margin (PNM).
  • WMS considered several items from the reports of the Generation Adequacy Task Force and QSE Managers’ Working Group.
  • WMS discussed the work of the Resource Adequacy Task Force, which has posted a draft NPRR on some issues under consideration.
  • An NRG representative suggested that a better method be developed for keeping track of all solar installations in ERCOT, since they are expected to increase significantly.
  • The Verifiable Cost Working Group discussed options for capturing (for settlement purposes) occasional instances of higher prices for necessary mid-day natural gas purchases.

  • A representative from the Smart Meter Texas (SMT) provided an update on approved and future Change Requests (CRs).
  • The TX SET Working Group reviewed and revised proposed language on the Continuous Service Agreement (CSA) bypass.
  • The Texas Data Transport Working Group (TDTWG) reported that the group extensively reviewed two major unplanned March outages.
  • New training has been scheduled for MPs.
  • ERCOT staff reported on the Inadvertent Gains and CSA numbers.  
  • ERCOT staff discussed a possible release of certain information, but asked MPs to review it first.  They also proposed to eliminate some error codes.
  • Sharyland Utilities presented an update on its transition to competition.

The members also noted at least two new workshops on retail and wholesale topics.The Technical Advisory Committee (TAC) approved several Nodal Protocol Revision Requests (NPRRs) and noted one withdrawal.

  • ERCOT staff presented the concept of configurable parameters, including Load Resource Discount Factor (LRDF) 1 and LRDF2.
  • TAC considered several items from the report of the Wholesale Market Subcommittee (WMS).
  • The Chair of the Resource Adequacy Task Force (RATF) presented a report on the group’s work to address several issues raised by the PUCT, but noted that consensus is difficult and further discussions may be necessary.
  • From the update of the Reliability and Operations Subcommittee (ROS), TAC considered several revision requests.
  • The Chair of the Retail Market Subcommittee reminded all about ongoing efforts to address the March outage of retail systems.
  • ERCOT staff provided updates on:
    • The work of the Future AS Team (FAST)
    • The implementation of NPRR568/Operating Reserve Demand Curve (ORDC)

The Board also reviewed a number of NPRRs and heard a report from the Independent Market Monitor on higher prices this winter.

  • The ERCOT Board Chair announced that, because of corporate changes and retirements, there may be a couple of new Board members in the near future.
  • The Board approved on consent a number of Nodal Protocol Revision Requests (NPRRs), System Change Request (SCR), and other items.
  • The ERCOT CEO reported on the budget, weather variability/demand, and load forecast.
  • A recommendation on Planning Guide Revision Request PGRR031, Implement 95% Facility Rating Limit in the Planning Criteria, may be provided later.
  • The Board considered additional NPRRs, as discussion items.
  • The Independent Market Monitor (IMM) presented a report, noting a difference in winter prices and levels of congestion.
  • ERCOT staff presented information on the proposed Houston Import Project (HIP), explaining that they found a reliability need by 2018 under different scenarios. 
  • ERCOT staff presented a revision to the ERS Procurement Methodology. 
  • The Board also considered additional items from its two Committees.

  • The RMS members and ERCOT stuff discussed the 3/11/14 outage and agreed on the next steps.
  • ERCOT staff provided an update on the recent Flight Test.
  • ERCOT staff filed the March Inadvertent Gains (IAG) numbers.
  • The CNP REP workshop has been scheduled.
  • ERCOT staff filed numbers on the Bypass Continuous Service Agreement (CSA) on Move-Outs.
  • ERCOT staff noted that a Retail Demand Response workshop has been scheduled.

ERCOT’s Technical Advisory Committee (TAC) Meeting 3/27/14

At their 3/27/14 meeting, the TAC members tackled no fewer than three controversial topics, including NPRR576, related to Non-Spin Service; Houston Import Project; and the Resource Adequacy Task Force (RATF) report. The RATF discussion led to about nine proposed motions, with four being voted on.

  • The Technical Advisory Committee (TAC) approved several Nodal Protocol Revision Requests (NPRRs) and one withdrawal.
  • ERCOT staff made a presentation on the development of new cybersecurity standards (i.e., Critical Infrastructure Protection (CIP)), and urged market participants (MPs) to get involved.
  • A large part of the meeting was devoted to the discussion of the Houston Import Project, proposed by ERCOT staff, but opposed by some market participants.
  • Both the Chair of the Retail Market Subcommittee (RMS) and ERCOT staff mentioned the 3/11/14 outage of the retail systems, which was quite long.  The staff asked MPs to contact them with any input, as they conduct further evaluation.
  • The TAC members approved a change to the settlement timeline.
  • The TAC members considered the following changes:
    • A change to the procurement methodology for ERS;
    • Revisions to certain Credit Formulas;
    • Proposed Bylaws Amendment on Board Member Eligibility; and
    • A change to the Power Balance Penalty Curve.
  • TAC also had a long discussion about the Resource Adequacy Task Force (RATF) report and its proposed decision matrix. 
  • ERCOT staff made presentations on a couple of pilots and updates on several projects.

The main topic of discussion at the recent credit groups’ meeting was whether to set up an insurance fund to protect against defaults. At issue was also whether to hire a consultant and have that decision go through the stakeholder process or take it straight to the ERCOT Board’s Finance & Audit Committee.The Credit Working Group (CWG) and Market Credit Working Group (MCWG) met on 3/19/14.

  • ERCOT staff presented several items, including an analysis of a possible correlation between the load and prices.
  • ERCOT staff discussed setting up an insurance fund, as a way to protect the market from a possible default.
  • The participants discussed whether the decision to hire a consultant on the matter of the insurance fund ought to be presented to the stakeholders before being taken to the ERCOT Board’s Finance and Audit Committee.
  • ERCOT staff reviewed a draft Seasonality NPRR, which contains a seasonal and settlement-point-based exposure calculation methodology for DAM and RTM. 
  • The credit groups considered the current methodology for the setting of the Day-Ahead Market (DAM) parameters.
  • The participants discussed whether to create a “time-out” for entities that try to re-enter the ERCOT market after a default (when no money is owed).

  • The Commercial Operations Subcommittee (COPS) reviewed a Nodal Protocol Revision Request and Settlement Metering Operating Guides Revision Request.
  • COPS discussed Phase 2, Implementation of NPRR570, Reduce Real-Time Market (RTM) Settlement Timeline to Operating Day plus Five.
  • ERCOT staff reported that in February, IT systems for Market Operations, Market Data Transparency, Retail Market, and Grid Operations met all of the Service Level Agreement (SLA) targets.  On 3/11/14, however, there was a major outage of retail systems.
  • The Retail Market Subcommittee (RMS) Chair reported that an NPRR on Continuous Service Agreement will be withdrawn. 
  • System Change Request SCR776 remains tabled at the Protocol Revision Subcommittee (PRS), although it will be taken up on 3/18/14.
  • The RMS Chair reported that at the end of February, about 6.69 million smart-meters have been installed.
  • The RMS Chair also reported on the shortening of the timeline in the mass transition process. 
  • ERCOT staff said that they’ve finalized training days for the Operating Reserve Demand Curve (ORDC) process.  Training will be held in Austin, Houston, and Dallas.

  • WMS considered a revised Power Balance Penalty Curve (PBPC).     
  • ERCOT staff are developing new Protocol language for Flow Gate Rights.
  • ERCOT staff presented information on revisions to certain credit formulas.
  • WMS members discussed possible testing for the implementation of NPRR568, Real-Time Reserve Price Adder Based on ORDC, but ERCOT staff said they cannot do testing.
  • The Resource Adequacy Task Force (RATF) met to discuss price reversals and ERS, load resources deployments, and RUC deployments. 
  • The Market Credit Working Group (MCWG) is considering a number of NPRRs that would revise credit standards.
  • The Demand Side Working Group is developing a new NPRR on Emergency Response Service (ERS).
  • The Congestion Management Working Group is addressing the interaction of Transmission Constraints and Power Balance Shadow Price Cap.

  • ERCOT staff presented information about the development of a Project Priority List (PPL).  The same information was given to the ERCOT Board’s Finance and Audit Committee and Protocol Revision Subcommittee (PRS), with the goal of “helping the Board and stakeholders understand the process of market rules.”
  • The TAC Chair set up a group to address questions around price suppression, ERS, Reliability Unit Commitment (RUC), and load resources.
  • TAC members discussed consideration of the Houston Import Project.

The Board heard updates on load-forecasting methodology, CRR account improvements, market prices, and the events of 1/6-7/14.

  • The ERCOT Board re-elected its leadership for 2014.
  • The Board considered a number of Nodal Protocol Revision Requests (NPRRs), System Change Requests (SCRs), and Planning Guide Revision Requests (PGRRs).
  • Among other items, the ERCOT CEO reported on a comparison of the load forecast to actual energy consumption in 2013, how ERCOT’s retail market compares to others in the U.S., and improvements in ERCOT’s performance, as a result of the nodal market implementation.
  • The CEO also discussed recent events, when a couple of large units tripped unexpectedly, and the staff’s efforts to get better information on generating units’ weatherization practices and derates.
  • ERCOT staff presented updates on: (a) CRR Modeling; and (b) revisions to the Load Forecasting Methodology. 
  • The Independent Market Monitor (IMM) presented his report on prices in the market.

  • WMS approved the 2014 working groups’ leadership.

    • NPRR582, Refinements to Testing Emergency Response Service (ERS) NPRR588, Clarifications for Photo-voltaic (PV) Generation Resources

ERCOT’s Technical Advisory Committee Meeting 1/28/14

At the January meeting of the Technical Advisory Committee, the members considered many new revision requests, and received updates on the latest developments in load forecasting and several events related to the 1/6/14 cold snap.  They also revisited a planning guide revision request from December and were notified of upcoming changes to the credit requirements.

  • The Technical Advisory Committee (TAC) elected the Chair and the Vice Chair, for 2014.
  • TAC considered a number of new Nodal Protocol Revision Requests (NPRRs) and System Change Requests (SCRs).
  • The TAC members re-visited Planning Guide Revision Request PGRR031, Implement 95% Facility Rating Limit in the Planning Criteria.
  • TAC reviewed discussions from the 1/27/14 workshop on the Updated Load Forecast Methodology for the Capacity, Demand, and Reserves (CDR) Report. 
  • ERCOT staff presented detailed information about the 1/6/14 Energy Emergency Alert (EEA) event. 
  • TAC considered several previously tabled items.
  • From the Reliability and Operations Subcommittee (ROS) update, TAC considered several NOGRRs.
  • From the report of the Retail Market Subcommittee (RMS), TAC considered three Retail Market Guide Revision Requests.
  • From the report of the Wholesale Market Subcommittee (WMS), TAC considered a new Verifiable Cost Manual Revision Request. 
  • ERCOT staff presented the 2013 Annual TAC Review of the Market Impacts of Reliability Unit Commitments (RUCs) v5.
  • An update was received on NPRR568 ORDC (NPRR568, Real-Time Reserve Price Adder Based on Operating Reserve Demand Curve (ORDC)).

ERCOT’s Credit Working Group and Market Credit Working Group Joint Meeting 1/22/14

The Credit Working Group (CWG) and Market Credit Working Group (MCWG) held a joint meeting on 1/22/14 to elect new leadership and consider several Nodal Protocol Revision Requests (NPRRs) for credit implications. ERCOT staff presented several draft NPRRs, dealing with revisions to credit criteria and standards, some of which are related to the shortened settlement timeline.. 

  • The credit groups considered the following Nodal Protocol Revision Requests (NPRRs):

    • NPRR556, Resource Adequacy during Transmission Equipment Outage
    • NPRR581, Add Fast Responding Regulation Service as a Subset of Regulation Service

    • NPRR584, Alignment with Technical Advisory Committee (TAC) Procedures to Shorten the Appeals Timeline

  • ERCOT staff presented several new proposals for changes to the credit criteria/calculations:The credit groups discussed the correlation between load and prices (Load to Price Correlation v1).
    • Review of revisions to the M2 v3 parameters, as related to NPRR570 (on shortened settlement timeline);
    • New NPRR on M1 revisions: Draft M1 NPRR Methodology v1 and NPRRxxx Counter-Party (CP) Specific M1;
    • New NPRR on the shortening of the cure period: Shortened Cure Period v1 and NPRRxxx Reduce Cure Period v7;
    • New NPRR – Settlement-Point-based Real-Time and Day-Ahead Market (DAM) Exposure – New Estimated Aggregate Liability (EAL) Calculations Hierarchy and NPRRxxx EAL Price Components; and
    • New NPRR – Provider of Last Resort (POLR) Incremental Load Exposure – POLR Incremental Exposure v1 and NPRR_POLRs Incremental Load Exposure.
  • A Citi representative presented information on the Default Uplift Allocation.

ERCOT Demand Side Working Group (DSWG) Meeting 1/10/14

The Demand Side Working Group (DSWG) met on 1/10/14, to elect new leadership, discuss its 2014 goals, and receive updates on recent developments.  The updates included information about the implementation of the Operating Reserve Demand Curve (ORDC), and preliminary analysis of the recent Load Resource deployment. The Demand Side Working Group (DSWG) met on 1/10/14 and elected new leadership.

  • The group reviewed and revised its goals for 2014, and the Chair asked that members send in any additional goals they consider important for further discussion.
  • ERCOT staff presented an update on the 1/6/14 deployment of load resources, when reserves dropped during the cold spell.
  • ERCOT staff also presented an update on the implementation of the Operating Reserve Demand Curve (ORDC), and noted that training may be provided before the start of the project.
  • The DSWG members discussed the need for a workshop/training on the ORDC before its start to alleviate any confusion before its implementation.
  • DSWG discussed its meeting schedule, observing that the Future Ancillary Services Team (FAST) meets every Friday (in Taylor) for the next six months.

Report: ERCOT’s Wholesale Market Subcommittee (WMS) Meeting 1/8/14

On 1/8/14, the Wholesale Market Subcommittee reviewed a number of NPRRs, discussed “MW allocation for determining default risk to the market,” and received updates on the Capacity, Demand, Reserves (CDR) report.  The subcommittee finalized a decision on the cost of fuel, as related to verifiable costs, and agreed on a set of goals for 2014The Wholesale Market Subcommittee (WMS) re-elected Seth Cochran (DC Energy) as the 2014 WMS Chair, and elected Bob Helton (GDF Suez) as the Vice Chair.  

  1. WMS considered the following Nodal Protocol Revision Requests (NPRRs):
    • NPRR574, Removal of Offer Curve Flexibility for (Day-Ahead Market) DAM-Committed Resources
    • NPRR576, Changing Non-Spin Service to an Off-Line Service

    • NPRR582, Refinements to Testing Emergency Response Service (ERS) NPRR586, Align Credit Lock for Congestion Revenue Right (CRR) Auctions with Transaction Submission Deadline

  2. ERCOT staff presented information on the “Max MW Allocation for Determining Default Risk to the Market,” with preliminary market-wide values. 
  3. The update on the Capacity, Demand, and Reserves (CDR) report was limited to a note that it is still under review.
  4. ERCOT staff said that the load-forecasting methodology is still undergoing review.
  5. The WMS members approved goals for 2014, after making some revisions.
  6. The Congestion Management Working Group is working on the Element Competitiveness Index.
  7. The Resource Cost Working Group (RCWG) developed a Verifiable Cost Manual Revision Request VCMRR001, Submission of Fuel  Costs, to incorporate a procedure for including the fuel adder.

At its first 2014 meeting, the Retail Market Subcommittee voted on the new leadership, reviewed several Impact Analyses,  and received updates on changes to MarkeTrak and the NAESB process.   The group also discussed business cases for a couple of revision requests and noted several upcoming meetings, including on the Sharyland transition.The Retail Market Subcommittee (RMS) elected a Chair and Vice Chair for 2014.

  • The Chair reported on the number of smart meters installed, with AEP crossing the 1 million mark.
  • ERCOT staff reported that in December, IT systems for Market Operations, Market Data Transparency, and Grid Operations met all of the Service Level Agreement (SLA) targets.  There were, however, some missed extract postings.
  • ERCOT staff finalized the Impact Analysis (IA) for System Change Request SCR776, Retail Data Transport Upgrade to NAESB EDM v2.2 (Electronic Delivery Mechanism). 
    • RMS considered the Impact Analyses for RMGRR119, the Texas SET Cleanup of the Retail Market Guide, and Nodal Protocol Revision Request NPTT583 Validate that Continuous Service Agreement (CSA) Bypass Code in a Move-Out Request Is from Current CSA Competitive Retailer (CR) of Record. 
    • The Co-Chair of the Advanced Metering Working Group (AMWG) asked for nominations for the group’s leadership, which will be voted on at the next week’s meeting.
    • ERCOT staff noted that the sign-up for the Flight Test 0214 has started.
    • The Chair of the Texas Data Transport Working Group (TDTWG) said that the group will have a draft of the NAESB EDM v2.2 Implementation Guide ready in February.

  • A CNP representative reported that more than 6.65 million smart meters have been installed, and ERCOT is settling 97.3% of load with 15-minute-interval data.
  • ERCOT staff reported that in November, IT systems for Market Operations, Market Data Transparency, and Grid Operations met all of the Service Level Agreement (SLA) targets. 
  • The Texas Data Transport Working Group (TDTWG) will discuss further the 11/20/13-12/6/13 867_03 05 transaction processing failure, including the short notice for a market call.
  • ERCOT staff said that they’d asked for more time to do the Impact Analysis for System Change Request SCR776, Retail Data Transport Upgrade to NAESB EDM v2.2 (Electronic Delivery Mechanism).

At its December meeting, the Commercial Operations Subcommittee heard updates on several recent settlement problems, a proposal to eliminate 15 ERCOT reports, and an interim solution for settling Emergency Response Service during holidays.  A COPS working group will be reviewing the benefits of replacing Interval Data Recorder meters with smart meters.

  • ERCOT staff reported that in November, IT systems for Market Operations, Market Data Transparency, Retail Market, and Grid Operations met all of the Service Level Agreement (SLA) targets.
  • The Retail Market Subcommittee (RMS) Vice Chair reported that:
    • Retail Market Guide Revision Request RMGRR116 (Updates to the Process for Acquisition Transfer Events) and RMGRR118 (Customer Chooses to Receive Non-Standard Metering Services) may be voted on by TAC in January;
    • Implementation of System Change Request SCR776 (Retail Data Transport Upgrade to NAESB EDM v2.2) will impact the entire market.
  • She added that ERCOT is settling 97.3% of load with 15-minute-interval data.  At the end of November, 6.6 million smart-meter ESI IDs have been installed.
  • The Advanced Metering Working Group (AMWG) is meeting on 12/2013, to discuss third-party access issues.
  • COPS considered a revised Market Data Transparency SLA 2014.
  • The Market Information System User Group (MISUG) met in November to consider limiting the number of reports published by ERCOT. 
  • ERCOT staff proposed an interim solution for the settlement of Emergency Response Service (ERS) during holidays.
  • The Profiling Working Group (PWG) is looking at the Interval Recorder Data meters to assess whether they can be replaced with smart meters.

  • The WMS members discussed the future work of the Generation Adequacy Task Force (GATF), including the CDR (Capacity, Demand, and Reserves) report. 
  • WMS considered a draft NPRR to give notice to QSEs to submit offers prior to the Supplemental Ancillary Services Market (SASM), as a way of addressing inadequate number of offers in SASM.
  • The Resource Cost Working Group (RCWG) developed a      Verifiable Cost Manual Revision Request VCMRR[1]-01 (Draft XXXVCMRR-01 Submission of Fuel Costs, ERCOT comments) to      incorporate a procedure for including the fuel adder.

  • ERCOT staff presented a detailed overview of their new methodology for Load Forecasting, noting that the change is driven by national and regional trends. 
  • ERCOT staff also presented information about the Weather-Sensitive ERS Pilot Project.  The staff concluded that, in spite of some problems, the pilot confirmed the ability of weather-sensitive loads to provide dispatchable demand response during summer system conditions.  
  • The Board approved proposed changes to the 2014 Methodology for Ancillary Services Procurement. 
  • The Board approved the newly elected representatives of the Technical Advisory Committee.
  • At the Annual Meeting, the Board ratified several new Board members, and heard a speech from Representative Keffer.

  • The Finance and Audit Committee (F&A) heard a comprehensive update on the Affordable Care Act (ACA), and how it potentially affects ERCOT.
  • The F&A discussed possible revisions to the Key Performance Indicators (KPIs), and agreed to forward any comments to the Human Resources and Governance Committee (HR&G).
  • The F&A members heard results from the Examination and Independence Report, as completed by the Service Organization Control (SSAE 16) Auditor. 
  • ERCOT staff presented information about the Letters of Credit (LOC) Concentration Limits. 
  • The F&A considered a recommendation to increase the Day-Ahead Market (DAM) Credit Parameters – i.e., Point-to-Point (PTP) Obligation Discount Factor.
  • The ERCOT counsel presented information on revised criteria for the setting of New User Fees.
  • ERCOT staff reported on the work of the Credit Work Group.
  • ERCOT staff reported on ERCOT’s financial situation.
  • ERCOT staff reported on the managing of ERCOT’s investments, highlighting issues related to the government shutdown.
  • The committee meets next in February 2014.

  • The Smart Meter Texas (SMT) representative provided an update on Third-Party Access work. 
  • The TX SET Working Group presented a draft NPRR on CSA (Continuous Service Agreement) Bypass Code.

  • ERCOT General Counsel made a presentation on the proposed modifications to the Board Policies Procedures, which focus on better defined criteria for the setting of user fees.
  • From the report of the Wholesale Market Subcommittee (WMS), TAC approved the Nodal Non-Spin Deployment/Recall Procedure and 2014-2015 Congestion Revenue Right (CRR) Activity Calendar.
  • After a presentation, TAC approved Notrees Application for Permanent Exemption from ERCOT-Polled System (EPS) Metering.
  • TAC approved revised TAC Procedures.
  • The TAC members again discussed how to process the recently posted ERCOT Ancillary Services Concept Paper v1.0, after ERCOT staff said that they’d like to have related NPRRs completed by the next summer.  Some participants thought that the transition ought to take longer.
  • ERCOT staff made a presentation on the Weather-Sensitive Load, noting mostly good results, although some problems had to be worked out.

The credit groups met at ERCOT on 10/30/13, to approve several Nodal Protocol Revision Requests (NPRRs) as operational, discuss the timeline for a mass transition to the Provider of Last Resort (POLR), review an unresolved issue of how to calculate the Minimum Current Exposure (MCE) for traders, and get an update on the Letter of Credit concentration.  There is no meeting in November, but the groups may have an email vote.    

  • The Credit Working Group (CWG) and Market Credit Working Group (MCWG) held a joint meeting on 10/30/13.  The next meeting is on 12/16/13.
  • The two groups reviewed the following Nodal Protocol Revision Requests (NPRRs) as operational and having no credit implications:
    • NPRR563 (Credit Lock Standards)
    • NPRR564 (Thirty-Minute Emergency Response Service (ERS) and Other ERS Revisions)
    • NPRR567 (Stakeholder Review of Resource Registration Data Requirements) and
    • NPRR569 (Retail Clarification and Cleanup).
  • Two additional NPRRs were reviewed and submitted with comments: NPRR568 (Real-Time Reserve Price Adder Based on Operating Reserve Demand Curve) and NPRR570 (Reduce Real-Time Market (RTM) Settlement Timeline to Operating Day (OD) plus Five).
  • ERCOT staff explained that the NPRR on “Exposure Calculations for Non-Load/Non-Generation Counter-Parties” has been drafted, but one issue remains unresolved. 
  • The groups discussed a mass transition to the Provider of Last Resort (POLR).
  • The review of the Letter of Credit Concentration showed no concerns so far, as no institutions reached the limit.
  • Additional training has been scheduled for NPRR484 (Revisions to CRR Credit Calculations and Payment).

At the 10/16/13 meeting of the Retail Market Subcommittee (RMS), the members heard an update on the shortening of mass transition processes and potential streamlining of flight tests in 2014.  ERCOT staff reviewed several reports on the number of switched ESI IDs and customer/REP relationships.  The reports are posted on ERCOT’s Retail webpage, and staff asked the participants to evaluate whether they are still needed. 

  • The Vice Chair of the Retail Market Subcommittee (RMS) updated RMS members on several efforts underway at the Technical Advisory Committee (TAC), including the new 2014 calendar.
  • The TX SET Working Group reviewed mass transition processes, as part of an effort to reduce the timeline from two days to one, because of potential revisions to the credit requirements/parameters. 
  • A CNP representative reported that more than 6.6 million smart meters have been installed, and ERCOT is settling 97% of load with 15-minute-interval data.
  • A release scheduled for 10/26-28/13 has been cancelled. 
  • After a review by the Texas Data Transport Working Group (TDTWG), RMS may hold an email vote on the question of how to manage releases, exceptions, and outages.
    • Retail Market Guide Revision Request RMGRR116 (Updates to the Process for Acquisition Transfer Events) remains tabled, and is at the TXSET Working Group (TXSET).
    • RMGRR117 (Clarification of Inadvertent Gain Valid Reject Reasons) was withdrawn; instead, MarkeTrak will develop a new RMGRR.
    • RMS endorsed NPRR569 (Retail Clarification and Cleanup).
    • ERCOT staff reported that they will be looking at the current execution of flight tests, including how to streamline them.
    • ERCOT staff presented several reports on ESI IDs and switching and asked market participants (MPs) to review whether they are still needed.  
    • ERCOT staff reported that the Inadvertent Gains numbers peaked in the summer.
    • The AEP’s annual REP workshop has been scheduled for 10/23-24/13.
    • The TNMP’s REP workshop is scheduled for 10/30/13.

  • The Chair of the Commercial Operations Subcommittee (COPS) reported that the Technical Advisory Committee (TAC) endorsed a 2014 meeting calendar.  
  • After some discussion, and grey-boxing of Sec. 10 language, COPS approved Nodal Protocol Revision Request NPRR570 (Reduce Real-Time Market (RTM) Settlement Timeline to Operating Day plus Five). 
  • COPS considered Commercial Operations Market Guide Revision Request COPMGRR034 (Updates to the Market Notice Communication Process) and COPMGRR036      (Alignment with NPRR570, Reduce RTM Settlement Timeline to Operating Day plus Five).
  • COPS also considered Load Profiling Guide Revision Request LPGRR050 (Changes the Review of Additional Validations from a Quarterly Review to an Annual Review).
  • ERCOT staff reported that in September, IT systems for Market Operations, Market Data Transparency, Retail Market, and Grid Operations met all of the Service Level Agreement (SLA) targets.
  • COPS approved a new leadership for the Market Information System User Group (MISUG), and will ask it to meet before the end of the year.
  • ERCOT staff presented reports on: (a) Notification of Financial Impact of Settlement Disputes (the issue was referred to the Communications and Settlement Working Group CSWG)); (b) Balancing Account (BA) Fund Concept – a couple of options were discussed on how to deal with Congestion Revenue Right (CRR) BA shortfalls; and (c) NPRR568 (Real-Time Reserve Price Adder Based on Operating Reserve Demand Curve (ORDC)).
  • The staff noted that NPRR568 is moving very fast, and will have a dramatic impact on settlement.  They urged all MPs to follow it.

  • A CNP representative reported that almost 6.576 million smart meters have been installed, and ERCOT is settling 97% of load with 15-minute-interval data.
  • ERCOT staff reported that in August, IT systems for Market Operations, Market Data Transparency, Retail Market, and Grid Operations met all of the Service Level Agreement (SLA) targets.  There was, however, a short MarkeTrak outage.
    • ERCOT staff’s request for an SLA exception to accommodate R5 Release on 9/28-29/13, was approved.
    • Retail Market Guide Revision Request RMGRR116 (Updates to the Process for Acquisition Transfer Events) remains tabled, and is at the TXSET Working Group (TXSET).
    • RMS considered RMGRR117 (Clarification of Inadvertent Gain Valid Reject Reasons).
    • RMS considered Change Request 2013-017, which increases the maximum number of ESI IDs per request that can be supported by the Application Programming Interface (API) for meter usage.
    • The Sharyland team reported that the latest count shows 28 Competitive Retailers participating in the last flight test for Sharyland.
    • The Inadvertent Gains numbers rose from July to August.
    • Several TDSPs scheduled annual REP workshops in October.
  • The Vice Chair of  the Commercial Operations Subcommittee (COPS) reported that COPS scheduled a meeting on 9/23/13, for further discussions on the shortening of the settlement timeline.  The most likely proposal now is for a timeline of Operating Day + 5.
  • RMS considered the new Proposed Flight Testing Schedule for 2014, with three planned-flight tests.
  • The Texas Data Transport Working Group (TDTWG) has been working with NAESB on additions to the NAESB Electronic Delivery Mechanism      (EDM).

At its 9/17/13 meeting, the ERCOT Board approved a number of revision requests, heard updates on the inclusion of outages in the Congestion Revenue Right (CRR) auction models and occasional shortfalls in the CRR Balancing Account, and possible revisions to the planning-reserve margin.  The ERCOT CEO reported on the lower system administration fee collections in 2013 and efforts to address persistent drought conditions.  The Board is urging market participants to develop as soon as possible plans for a shorter-settlement timeline, believing that three days ought to be the ultimate goal.

  • Among other items, the ERCOT CEO reported that: (a) through August, ERCOT’s collections of system administration fee were $2.6 million lower than expected, although the year-end budget may still be balanced; (b) there is a 2.8% error in EROT’s year-to-date energy forecast; and (c) Release 4, deployed at the end of July, made 102 changes across all applications.
  • The CEO spent some time reporting on the effect of the milder weather on demand (and, thus, administrative-fee collections) and persistence of drought across Texas. 
  • ERCOT staff presented Congestion Revenue Rights (CRR) Review, responding to concerns about a recent shortfall in the CRR Balancing Account (CRR BA). 
  • The Independent Market Monitor (IMM) presented a report on prices in the market, including for energy, Ancillary Services, and natural gas. 
  • The Chair of the Technical Advisory Committee (TAC) reported on the efforts to reduce the settlement timeline: five days seems fairly easy, and a three-day timeline is also possible. 
  • From the TAC report, the Board considered NPRR539 (Amend Wholesale Storage Load Definition) and NPRR519 (Exemption of (Emergency Response Service) ERS-Only QSEs from Collateral and Capitalization Requirements).
  • ERCOT staff reported on the potential revisions to the Planning Reserve Margin, focusing on three items: outage data; impact of price-responsive load; and wind and solar capacity.  
  • ERCOT staff reported on the Weather-Sensitive ERS pilot, which will soon conclude, having achieved good results. 
  • From the report of the Finance and Audit Committee, the Board approved the Acceptance of 2012 ERCOT 401(k) Savings Plan Audit.
  • The Board also approved a new schedule for 2014, switching meetings to even-numbered months, plus January.

At its 9/11/13 meeting, the Wholesale Market Subcommittee approved several Nodal Protocol Revision Requests, but an NPRR on the new 30-minute Emergency Response Service (ERS) was remanded for further work.  The participants took note of at least six upcoming workshops on various topics and training on NPRR484.  In addition, the Other Binding Document on System-Wide Offer Cap and Scarcity Pricing Mechanism Methodology was revised by raising the Peaker Net Margin to $315K, effective for 2014.

  • ERCOT staff presented an update on the Emergency Response Service (ERS) workshop, and asked for the endorsement of NPRR564 (Thirty-Minute ERS and Other ERS Revisions).
  • ERCOT staff explained that NPRR564 is time-sensitive, and they plan to take it to PRS on 9/19/13, to ask for Urgent status.  
  • The Generation Adequacy Task Force (GATF) will work on the issue of improving the load-forecasting process.
  • In October, QMWG will be discussing again the issue of insufficient Supplemental Ancillary Services Market (SASM) offers and how      to solve it.
  • Revisions to the Verifiable Cost Manual v36 to reflect fuel adder changes were remanded to the Resource Cost Working Group for further work.
  • From the report of the Congestion Management Working Group (CMWG), WMS discussed an effort to have fully-funded CRRs and revisions to the CRR Balancing Account.

  • The Vice Chair of the Retail Market Subcommittee (RMS) discussed the recent meeting of the committee/subcommittee leadership to review procedures of the Technical Advisory Committee (TAC), including which working-group actions are permissible and what constitutes an appealable action of TAC.   
  • She also reported that more than 6.5 million smart meters have been installed, and ERCOT is settling 96.5% (or, 6.2 million ESI IDs) of load with 15-minute-interval data.
  • ERCOT staff reported that in July, IT systems for Market Operations, Market Data Transparency, Retail Market, and Grid Operations met all of the Service Level Agreement (SLA) targets.
  • ERCOT staff’s request for an SLA exception to accommodate R5 Release, on 9/28-29/13, was discussed, but no action was taken. 
  • RMS considered Retail Market Guide Revision Request RMGRR115 (Manual Work-Around Processes to Be Utilized during Extended Retail Outages) and RMGRR116 (Updates to the Process for Acquisition Transfer Events).
  • The PUCT staff provided an update on Project No. 41111, related to smart-meter opt-out, noting that the changes will be implemented in 2014.
  • TXSET will hold several two-day meetings, starting in September, to work on Change Controls to accommodate the opt-out rule.
  • The PUCT staff also noted that there will meetings and a workshop on the low-income project managed by the TDSPs (Project No. 36234).  
  • It was reported that 21 Competitive Retailers participated in the flight test for Sharyland.
  • The Inadvertent Gains numbers have gone up from June to July.
  • ERCOT staff reported on the second quarter Performance Measures, which showed a small decline in a few areas (e.g., move-ins).

  • ERCOT staff reported that Flight Test 0613 is 90% complete.
  • ERCOT staff informed RMS that the ERCOT Board approved the shorter settlement timeline (i.e., seven days, to start on 8/1/13). 
  • The Inadvertent Gains numbers continue their downward trend.
  • ERCOT has delayed the Annual Validation files, and meetings are planned to discuss the new timeline.
  • A reminder to REPs: on 8/1/13, ERCOT will start accepting files, with information on REP Demand Response programs.  The provision of this information is mandatory

  • After a discussion about the recent shortfall in the CRR account, ERCOT staff were asked to report on potential improvements to the way outages are incorporated into the models.
  • The Board had on its agenda a proposal to increase the reserve margin from the current 13.75% to 16.1% (and also to increase the Effective Load Carrying Capability for wind), but the Board Chair declined to bring the item up for a vote.  He explained that questions have been raised about the way the Loss of Load Probability study was done, and asked for a report on the matter at the next meeting. 
  • The Chair of the Technical Advisory Committee (TAC) reviewed the Price Reversal Assignment Report, noting several ideas for preventing price reversals on which TAC did not find consensus.

ERCOT Retail Market Subcommittee (RMS) Meeting 6/19/13

  • The members of the Retail Market Subcommittee (RMS) were informed that the Commercial Operations Subcommittee (COPS) approved “Phase 2, Implementation of NPRR509, Shortened Real-Time Market (RTM) Settlement.” The seven-day settlement timeline will start on 8/1/13.
  • The PUCT staff gave a brief update on the low-income project, managed by the TDSPs, for in-house displays in low-income households.
  • RMS approved new procedures for the Advanced Metering Working Group (AMWG).
  • RMS approved a number of Change Requests for AMWG..
  • RMS approved Texas Data Transport Working Group Implementation Guide, even though some of the revisions have already been implemented.
  • RMS left Retail Market Guide Revision Request RMGRR115 (Manual Work-Around Processes to Be Utilized during Extended Retail Outages) tabled.
  • RMS discussed Commercial Operations Market Guide Revision Request COPMGRR034 (Updates to the Market Notice Communication Process) and RMGRR111 (Process Updates for the Request of Historical Usage Data via SMT Web Portal).
  • A CNP representative reported that the utilities have installed about 6.5 million smart meters and that 96.3% of load is settled with 15-minute-interval data.  
  • The MarkeTrak Task Force (MTTF) held training in June, related to the Serena upgrade.
  • At its meeting, TDTWG reviewed several recent outages of the retail systems.
  • The Co-Chair of the Sharyland Transition Task Force (STTF) said that the group posted Frequently Asked Questions, which will be updated periodically.
  • The Chair of RMS reminded REPs that on 8/1/13, ERCOT will start accepting files, with information on REP Demand Response programs.

    NPRR541 (Special Protection System (SPS) and Remedial Action Plan (RAP) Modeling Clarification)
    NPRR542 (Clarification of the Use of Emergency Condition)
    NPRR544 (Energy Offer Curve Requirements for Generation Resources Assigned Non-Spin Responsibility)
    NPRR528 (Clarification of Assessment of Chronic Congestion)
    NPRR529 (Congestion Management Plan)
    NPRR540 (Clarification of Credible Single Contingency)
    NPRR537 (Emergency Response Service (ERS) Clearing Price)
    NPRR524 (Resource Limits in Providing Ancillary Service)
    NPRR527 (Required Combined-Cycle Telemetry for Operational Awareness and Performance, Disturbance, Compliance Working Group (PDCWG) Analysis)
    NPRR532 (Performance Measurement and Verification and Telemetry Requirements for Load Resources Providing Non-Spin)
  • The Chair of the Generation Adequacy Task Force (GATF) presented a draft NPRR on “modifications to the planning reserve margin inputs.”   
  • ERCOT staff presented another update on the Fast Responding Regulation Service (FRRS) pilot.
  • ERCOT staff will file an administrative NPRR related to NPRR153 Pricing Impacts.
  • The Chair of CMWG reported that the group heard a presentation on a Congestion Revenue Right (CRR) shortfall for the month of May. 
  • WMS considered a change to the way seasonal resource costs (i.e., heat rates) are calculated.   
  • The Chair of the Market Credit Working Group (MCWG) reported on a proposal for limiting Letter of Credit (LOC) concentration.
  • The WMS members discussed the upcoming Value of Lost Load (VOLL) study.
  • ERCOT staff reported that they held a workshop on Loads in SCED (Security Constrained Economic Dispatch).

ERCOT Commerical Operations Subcommittee (COPS) Meeting 6/11/13

  • The Commercial Operations Subcommittee (COPS) considered Commercial Operations Market Guide Revision Request COPMGRR035 (Synchronization of Nodal Protocol Revision Request NPRR347 and NPRR509) and its impacts.
  • COPS also considered “Phase 2, Implementation of NPRR509,Shortened Real-Time Market (RTM) Settlement.”
  • The Vice Chair of the Retail Market Subcommittee (RMS) presented an update on the smart-meter installations. 
  • She also reported on the work of: (a) the Sharyland Transition Task Force; and (b) System Change Request SCR756.
  • ERCOT staff reported on the performance on the IT systems in May. 
  • ERCOT staff reported on a settlement issue related to leaky energy at Presidio.
  • ERCOT staff also discussed issues with the posting of June Congestion Revenue Right (CRR) Auction Invoice.    
  • The staff also revealed that there was a shortfall for CRRs, starting in May (and possibly April).  
  • The staff presented a review of holiday days, as a part of an effort to switch to NERC holidays.
  • The Chair of the Profiling Working Group said that the annual Unaccounted for Energy (UFE) analysis has been posted.
  • The Market Information System User Group (MISUG) will meet to discuss eliminating certain manually produced ERCOT report

ERCOT Wholesale Market Subcommittee(WMS) Meeting 5/8/13

The Wholesale Market Subcommittee considered several Nodal Protocol Revision Requests (NPRRs) related to the Emergency Response Service (ERS), and finally endorsed NPRR519 on ERS-only QSEs and NPRR536, limiting the ERS load deployment times.  ERCOT staff informed WMS that they will be contacting generators to gather missing data in the Resource Asset Registration Forms (RARFs) as part of the project to improve the RARF process.
