The TAC Chair reported that TAC now has new leadership.

ERCOT staff presented two transmission projects for the Board approval.

Because of a change in the Board’s membership, the Board had to re-vote on certain motions from its August meeting.

A representative from the Small Public Power Group (SPPG) presented an update on the ongoing negotiations on NOGRR149, Revision to Definition of Transmission Operator.

The Chair of the Wholesale Market Subcommittee (WMS) reported on proposed changes to the Capacity, Demand, Reserves (CDR) Report.

The Chair of the Retail Market Subcommittee provided an update.

The Chair of the Commercial Operations Subcommittee (COPS) presented an update.

ERCOT staff explained two new transmission projects – AEP/Oncor Barilla Junction and TNMP.

ERCOT staff also reported that the ISO found no alternatives to the NRG RMR contract. ERCOT is currently studying whether a Calpine plant in the Houston area would also be contracted under an RMR agreement.

ERCOT staff presented results of their ERCOT/Lubbock Power & Light (LPL) Integration Study, including a recommendation for the preferred option.

ERCOT staff presented the ERCOT Independent Review of Brazos Electric Cooperative (BEC) and AEP Katz to Tardis RPG Project, including a recommended option.

ERCOT staff reviewed the AEPSC Hidalgo Starr Transmission Project EIR.

The group also reviewed the proposed Valley Project, and the recommended option.

At the February meeting, the Retail Market Subcommittee considered several revision requests, discussed its goals for 2016, and heard updates on several outages – both at ERCOT and TDSPs. They also heard updates on several studies conducted by ERCOT staff.

The Retail Market Subcommittee (RMS) elected its 2016 leadership.

RMS discussed Retail Market Guide Revision Request RMGRR132, NOIE (Non-Opt-In Entity) Disconnect and Reconnect Process.

RMS reviewed the 2016 TAC Strategic Initiatives and 2016 TAC Goals.

RMS heard an update on NPRR711, Increase the Interval Data Recorder (IDR) Meter Mandatory Install Requirement from 700kW/kVA to 1.5MW/MVA.

Two working groups will work jointly on SCR786.

The Chair of the Advanced Metering Working Group (AMWG) provided an update.

The Retail Market Training Task Force (RMTTF) Chair noted the first instructor-led class.

RMS reviewed the 2015 accomplishments of the MarkeTrak Task Force.

RMS discussed two related revision requests on AMS.

RMS heard updates on Oncor’s 1/8/16 outage and Sharyland’s 1/11-12/16 Service Order Processing Issue.

RMS discussed CNP’s Online Letter of Authorization (LOA) Usage Request Functionality in CRIP.

ERCOT staff presented their regular updates.

The Technical Advisory Committee (TAC) re-elected its leaders for 2016.

TAC discussed the TAC Goals and TAC Strategic Initiatives.

TAC considered several presented NPRRs.

ERCOT staff presented the 2016 Annual TAC Review of the Market Impacts of RUCs (Reliability Unit Commitments) and reported on the execution of the February ‘16 monthly Congestion Revenue Right (CRR) auction.

From the report of the Wholesale Market Subcommittee (WMS), TAC considered the Supply Analysis Working Group’s (SAWG’s) whitepaper on the ORDC Options (Operating Reserve Demand Curve).

From the report of the Retail Market Subcommittee (RMS), TAC considered the RMS goals.

ERCOT staff provided an update on the Future Ancillary Services (FAS) project.

The Chair of the Distributed Resources Energy and Ancillaries Market Task Force (DREAM TF) provided an update on the group’s work.

ERCOT staff noted the appeal of NPRR649, Addressing Issues Surrounding High Dispatch Limit (HDL) Overrides.

ERCOT staff discussed the market continuity issues.

Report: ERCOT’s Credit Working Group and Market Credit Working Group (CWG/MCWG) Meeting 1/20/16

At its January meeting, the two credit groups considered several NPRRs, reviewed the performance of ICE data in predicting price spikes, and discussed the 2016 Seasonal Adjustment Factor

The Credit Working Group (CWG) and Market Credit Working Group (MCWG) met jointly on 1/20/16.

The groups reviewed two Nodal Protocol Revision Requests (NPRRs) for credit implications.

The credit groups reviewed language of NPRR741, Clarifications to Total Potential Exposure (TPE) and Estimated Aggregate Liability (EAL) Credit Exposure Calculations.

Participants reviewed the Credit Work Group Charter.

ERCOT staff presented the NPRR741 ICE Price Data Analysis v3.

The credit groups considered the 2016 Seasonal Adjustment Factor. They also discussed a new NPRR to replace NPRR638.

The 2016 proposed leaders of the two credit groups remain the same as in 2015.

At the end, ERCOT staff provided additional Credit Updates.

ERCOT staff summarized stakeholder comments on the ERCOT MISO DC Tie Study.

ERCOT staff presented the ERCOT Planning Review, which is a compilation of various data on congestion, load and generation growth, and transmission expenditures.

COPS also considered NPRR746, Adjustments Due to Negative Load.

The Retail Market Subcommittee (RMS) Chair provided an update on the RMS’ work.

ERCOT staff reported on the Market Data Transparency IT systems.

ERCOT staff presented the Settlement Stability Report Q4 2015.

The Chair of the Profiling Working Group provided an update, noting the 2015 accomplishments and goals for 2016.

The CSWG Chair presented an update.

The Chair of MISUG presented an update.

Last year, the COPS Chair suggested having a Settlement workshop, which has now been scheduled.

At its first meeting of the year, the Wholesale Market Subcommittee considered several NPRRs, discussed issues related to the Operating Reserve Demand Curve (ORDC) Review and Multi-Interval Real-Time Market (RTM), and heard an update on potential improvements to credit calculations. 

The Wholesale Market Subcommittee (WMS) elected new leadership for 2016.

WMS considered several Nodal Protocol Revision Requests (NPRRs).

The Chair of Supply Analysis Working Group (SAWG) presented information on the Operating Reserve Demand Curve (ORDC) Review and Multi-Interval Real-Time Market (RTM), including ORDC Options Whitepaper (redline), SAWG ORDC Discussion, Analysis, and Positions, and SAWG Update.

The above topics were the longest discussion item at WMS, after which participants approved a motion addressing the proposed work.

The next step is for TAC to discuss the SAWG report at its January meeting.  

The Chair of the Market Credit Working Group (MCWG) reported that the credit groups may be nearing a solution to the design of the forward credit exposure and collateral calculations.
